BCC Meeting Summary

All five commissioners were present and below is a summary of the actions taken by the Santa Fe Board of County Commissioners:

PRESENTATIONS:
Retiring County employees were Honored:
Larry Valdez retired from the Assessor’s Office after 26 years 8 months. Assessor Domingo Martinez spoke of Mr. Valdez’ expertise and experience in programming and credited him with the success of the new CAMA system.

Paul “Dave” Clendenin was recognized by Sheriff Greg Solano for his dedication to law enforcement and his many years in the Sheriff’s Department.

A resolution dedicating the Galisteo Bridge in memory of Corporal George Michael Anaya who was killed in Vietnam at the age of 18 passed by unanimous voice vote (5-0). A ceremony at the bridge will be held at a future date.

Commissioner Anaya introduced “The Code of the West” which he described as a common sense attempt to acquaint new and potential County residents with the realities of rural living. All supported the resolution, but asked that staff get feedback from other elected official offices as well as Tribal Governments. The resolution was tabled to the next meeting.

Final Orders were approved for:
• CDRC Case #S/PDP 07-5101, the Santa Fe Metro Center
• BCC Case #MIS 10-5350, Rio Santa Fe Business Park

There was unanimous approval (5-0) for a two-year agreement with BI, Inc. to provide electronic monitoring services for the Corrections Department. The contract is for $492,000.

Authorization was granted to publish title and general summary for:
• An ordinance amending the previously enacted provisions relating to road-cuts and disturbances to County right-of-way. The new ordinance will reflect actual costs involved, as well as instituting changes to protect the county roadways.
• An ordinance revising the dedication language for capital outlay gross receipt taxes. The current provisions are complicated, cumbersome and restrictive. Heretofore most of the proceeds went to the Buckman Direct Diversion project and the new language will be more flexible.
• An ordinance banning the sale of synthetic cannabinoids in the unincorporated areas of the county, as outlined in a previous resolution. County Attorney Steve Ross indicated they would solicit expert help in fine-tuning the ordinance.
• An ordinance extending the prohibition of engine brakes or “jake brakes” on county highways. In addition to areas already covered by the ordinance, US 84/285 from the city limits to Rio Arriba County are now covered Commissioner Holian asked that the road near the Glorieta Pass be included at some point in the future. Commissioner Stefanics asked that the towns of Madrid and Cerrillos be included in the future.

PUBLIC HEARINGS:

2010 SUSTAINABLE GROWTH MANAGEMENT PLAN
Following a 5 hour public hearing where 80 residents spoke, the Commission unanimously (5-0) approved a resolution adopting the 2010 Sustainable Growth Management Plan (SGMP) as the Comprehensive Plan of Santa Fe County; Superseding the 1999 Growth Management Plan.
