County Assessor’s Data Collection Project Completed
County Assessor Domingo P. Martinez has announced the recent completion of the door to door residential data collection project conducted by Tyler Technologies, Inc. on behalf of the Assessor.
At the request of the Assessor, the Santa Fe County Commission awarded the contract to Tyler Technologies who successfully bid on the project that began in February 2012. Tyler Technologies portion was completed on July 26, 2013. The Assessor’s staff is currently conducting quality control measures on all data collected by the company. Tyler Technologies updated property information that also includes photos and floor plans which will be used to reappraise approximately 36,000 residential properties for the upcoming 2014 tax year.
County Assessor Martinez emphasizes that the Tyler employees have now finished their fieldwork and there should be no one representing themselves as Tyler employees needing information from property owners for the Assessor’s Office. Martinez said, “I want property owners to feel safe and inform them that the only persons knocking on their door representing the Assessor’s Office should be employees from my office who present proper identification. There may be a need for my staff members to follow up on information that Tyler Technologies was not able to collect.”
To complete the project, Tyler Technologies leased local office space and hired 30 residents from the local area to work as data collectors and office staff for approximately 18 months.
The purpose of the project was to verify and update accurate information that affects the property valuation for property tax purposes. Deputy Assessor Gary Perez added, “The goal of the project was to comply with the property tax code, collect accurate data on all residential properties as promptly as possible and ensure that all properties are being appraised fairly and equitably.”
The Assessor’s staff was able to re-appraise the first 5,032 properties reviewed by Tyler Technologies in time for the April 1 mailing of the 2013 Assessor’s Notice of Value. Of the 5,032 properties reappraised: 3% (151) were increased, 35% (1,761) were decreased, and 62% (3,120) were unchanged.
The remainder of the residential properties will be reappraised for the 2014 tax year. Valuation changes will be reflected on the 2014 Notice of Value; however, residential property values are still protected by the “Cap Law”, which was implemented in 2001 by Speaker Ben Lujan. Under the “Cap Law” residential property values for any year cannot exceed 3% of the prior year’s value, unless the property was recently purchased or there was new construction on the property.
