December 14, 2010 - BCC Meeting Summary

Santa Fe – December 15, 2010 – All five commissioners were present and below is a summary of the actions taken by the Santa Fe Board of County Commissioners:

Presentations:
Retiring County employees were honored:
Pete Rivera Sr., Over 18 Years of Dedicated Service to Santa Fe County
Alfred Archibeque, Over 14 Years of Dedicated Service to Santa Fe County
Vanessa Pacheco, 20 Years of Dedicated Service to Santa Fe County

Employee of the Quarter was announced
Andria Duran received the honor

“The Code of the West” a resolution sponsored by Commissioner Mike Anaya, was unanimously adopted: The code is a common sense attempt to acquaint new and potential County residents with the realities of rural living.

Paul Gutierrez, New Mexico Association of Counties, presented Commissioners Anaya and Montoya with the Soaring Eagle award.

Commissioners Recognized:
Harry Montoya and Mike Anaya were recognized by the current commissioners for their remarkable contributions to Santa Fe County. Staff expressed kind words and former commissioners Jack Sullivan and Paul Campos offered congratulations. Commissioner Harry Montoya and Mike Anaya both spoke of highlights during each of their terms and said their farewells.

A Memorandum of Understanding (MOU) between the County and the Pueblo of Pojoaque to address Emergency Fire Suppression Service on Tribal Land was unanimously approved.

By unanimous voice vote Virginia Vigil was elected Chair and Liz Stefanics Vice Chair of the Santa Fe Board of County Commissioners for 2011

County Ethics Board – County Manager, Katherine Miller said 17 applications were received and an independent contractor is advising on best practice regarding board composition among other points. Background checks and interviews will occur for the finalists, and the board will represent Santa Fe’s diverse population.

• The Consent Calendar included (but not limited to) the approval of the following items:
• Accounts payable disbursement – November 2010
• Approval of Letter Regarding Inspection Of Santa Fe County Adult Detention Facility
• Approval of a JPA between Santa Fe County and the State of New Mexico Energy, Minerals and Natural Resources Department on behalf of the Santa Fe County Fire Department, Regarding A Youth Conservation Corps (YCC) Grant Award in the amount of $145,504.00 to hire up to ten local youth, Ages 18-25 and provide training in natural resource management
• An increase to the General Fund to budget an MOA between the City of Santa Fe and Santa Fe County to Improve Agua Fria Road - $45,000
• An increase to the General Fund to budget an MOA between the Santa Fe Public School District and Santa Fe County to improve Agua Fria Road - $30,000
• An increase to the Economic Development Fund to budget a grant awarded through the NM Department of Finance and Administration and Economic Development Department for The Media District - Santa Fe Studios - $9,935,000
• An increase to the Corrections Operations Fund to Budget FY10 State Criminal Alien Assistance Program (SCAAP) Award received for expenditure in FY11 - $81,703.
• An increase to the General Fund to budget a contribution received from Life Link for the Clubhouse Model Facility Project - $42,925.60
• An increase to the Law Enforcement Operations Fund to budget a grant awarded through the New Mexico DOT for the “Operation Buckle Down” Program - $3,358
• An increase to the Law Enforcement Operations Fund to budget a grant awarded through the New Mexico DOT for the “Operation DWI” Program - $33,801
• A restructuring plan for the Office of the County Manager resulting in one new position and abolishing two positions.

Following a presentation by North Central New Mexico Economic Development District (NCNMEDD) former director Barbara Deaux and the introduction of Jim Armer, new director, the Commission unanimously approve a Joint Powers Agreement (JPA) for the management of a Broadband Network that will service the North Central New Mexico Economic Development District, the Incorporated County of Los Alamos, Santa Fe County, the City of Española, Rio Arriba County, the Pueblo of San Ildefonso, Ohkay Owingeh, the Pueblo of Santa Clara and the Pueblo Of Tesuque

The Commission offered the following announcements:
CADDy (Chauffer and Designated Driver) Program. The CADDy provides safe transportation via Capital City Cab to adults from your residence to any location or from any location to your residence within the Santa Fe City limits for a nominal fee – 995-9528

Graduate NM a program dedicated to helping New Mexicans graduate high school can be reached at 955-1812

After 44 years, the Aamodt case has been officially settled

Santa Fe County staff was congratulated for their continued efforts in serving the public.

Galisteo Bridge Dedication Ceremony in memory of Corporal George Michael Anaya was announced for 12/18 at 10 a.m.

The Commission approved the following approved Resolutions:
• A resolution authorizing and supporting a Community Development Block Grant (CDBG) applicant for capital improvements to the Wastewater Treatment Facility that serves the Valle Vista Community was unanimously approved
• A resolution creating the County’s Open Lands, Trails and Parks Advisory Committee (COLTPAC) – was unanimously approved
• A resolution restructuring the County’s Health Policy and Planning Commission (HPPC) reducing the membership to 7, imposing term restrictions and limiting membership to County residents passed by unanimous voice vote
• Three contracts regarding the construction of the First Judicial Courthouse Project were unanimously approved.
• COLTPAC recommended that the BCC pursue purchase agreement for two separate tracts of land – 200 acres at the intersection of SR14 and SR 344 and the 50 acres off Brownell Howland Road. The items were tabled pending additional maps and explanation of the recommendations.

The Commission approved the following Ordinances:
• An ordinance authorizing the subordinated pledge of the portion of the distributions to the County of the revenues of the 1/4 of 1 percent Capital Outlay GRT for the payment of 1/2 of the principal due in connection with Buckman Direct Diversion Project.
• An ordinance that clarifies and repeals prior inconsistent language to the County’s Sewer Service ordinance
• An ordinance that clarifies a previous ordinance regarding the prohibition of Engine Retarders (Jake Brakes) on Highway 84/285

Growth Management
• Apache Springs Subdivision granted a 2-year time extension – final plat
• Tessera Subdivision granted a 2-year time extension – master plan
• Archie Perea – Variance granted with conditions
• Charles Lujan – Variance granted with conditions
• Holy Family Praying Heart Portal – Approved
• St. Francis South Business Park – Approved
• Santa Fe Southwest SDA Adventist Church – Approved
• Rio Santa Fe Business Park – Approved
• Santa Fe Brewing Company – Approved
• PNM Caja del Rio Substation – Tabled

The BCC met in joint session with the Santa Fe County Housing Authority Board and passed two resolutions establishing the Santa Fe County’s Foreclosure Prevention Program and Policy
