February 14, 2012 BCC Meeting Summary

Santa Fe, NM – February 15, 2012 – Below is a summary of the actions taken by the Santa Fe Board of County Commissioners (BCC). All five Commissioners were present.

Consent Calendar Resolutions unanimously approved

• Authorizing the County Manager to execute documents associated with the Rio Quemado water project fund loan

• Increasing the general fund to budget cash reserves in support of the Los Alamos National Laboratory Regional Coalition in the amount of $5,000

Agreements

• A memorandum of agreement between Santa Fe County and the North Central Regional Transit District to provide bigger buses to accommodate additional riders for the route between Santa Fe and Edgewood was approved

Public Hearings

The public hearing on a resolution to adopt the Galisteo Community Plan was tabled to the February 28, 2012 meeting.

Community Services Department

The Commission approved the Sole Community Provider requests for Fiscal Year 2013 for Christus St. Vincent Regional Medical Center, Los Alamos Medical Center, and Española Hospital. The amount recommendation came from the Health Policy and Planning Commission. The motion passed (3-2) with Commissioners Anaya and Mayfield voting against.

Public Safety and Sheriff’s Office The request to publish title and general summary of an ordinance establishing policies, procedures and protocols for compliance with federal immigration law and the Immigration and Customs Enforcement Services (ICE) of the Homeland Security Department, concerning undocumented criminal aliens committing serious property crimes or other felonies incarcerated at the Santa Fe Detention Facility did not pass (4-1) Commissioner Anaya voting for it. The Commission expressed concern that having an ordinance, rather than a resolution or policy, would have unintended legal consequences and could possibly supersede state or federal law. They did express the desire to establish procedures, but would like to have a input from local law enforcement, ICE officials, local groups, residents and staff.

Appointments

• Ethics Board - Leon Young was appointed as the fifth member

• County Development Review Committee (CDRC) - District 2, Maria DeAnda was reappointed. Two incumbents, J.J. Gonzales and Susan Fry Martin were reappointed as at-large members

• BCC Case #MIS 12-5030 Babaluu’s Cocina Cubana: approved unanimously

• CDRC Case #DP 11-5370, Desert Academy Development Plan: approved unanimously

• CDRC Case #MP/PDP 11-5350, Parker Construction/Cuyamungue: approved unanimously
