February 28, 2012 BCC Meeting Summary
Santa Fe, NM – February 29, 2012 – Below is a summary of the actions taken by the Santa Fe Board of County Commissioners (BCC). All five Commissioners were present.
The January 31, 2012 BCC minutes were approved.
The Consent Calendar was unanimously approved.
The following items were withdrawn from the Consent Calendar for discussion and were all unanimously approved after discussion.
•three contracts for temporary nursing services at the corrections facility
•a waiver on a cooperative agreement for the purchase of a fire engine
•renewal of a lease agreement for the Pojoaque satellite office
Board of Finance
The BCC temporarily adjourned and reconvened as the Santa Fe County Board of Finance. During this time the County Treasurer Victor Montoya gave his quarterly report on the County's investment portfolio with assets currently totaling over $272 million held in government bonds, treasury bills and CDs. The BCC approved the County Treasurer's Investment Plan and then adjourned as the Board of Finance and reconvened as the BCC.
Finance Department
The Commission voted 3-2 (Commissioners Anaya and Mayfield voted against) to award RFP # 21012-001-CSD/PL to Tyler Technology for the data collection services for the County Assessor's Office in the amount of $1,955,851 inclusive of GRT.
Community Services Department
Alice Sealey and Jennifer Romero from Teen Court gave a brief overview of the Teen Court Program and activities.
Public Works Department
The BCC approved a resolution that reflected the County's inventory of roads, which consists of 576 miles. The list will be submitted to the State for funding purposes. The list is updated annually.
Matters From the County Manager
County Manager Katherine Miller provided an update on the legislative session and distributed a breakdown of bills passed, highlighting potential capital funding and grants for County projects.
Matters From the County Attorney
Two requests for authorization to publish title and general summary of ordinance – one to facilitate the establishment of a Santa Fe County Procurement preference, the other to establish procurement practices with respect to road and building construction to ensure the public trust is maintained and resources expended properly – passed by unanimous voice vote.
Matters From the Commission
A proclamation honoring the Santa Fe Magistrate DWI Court program for promoting public well being, reducing recidivism and decreasing the negative economic health and social impacts of addiction through participant accountability was approved.
Appointments
Santa Fe Maternal and Child Health Planning Council - Janet Aboytes, Kristi Halus and Aimee Putnam were appointed to the Council.
Recognitions
Richard Varela from the Santa Fe Count Clerk's Office was recognized for his military service.
Presentations
Erle Wright from the County GIS division was presented with the award of Employee Of The Quarter (4th Quarter, 2011).
Resolutions
The Following resolutions were approved
•
• A resolution supporting the mission and work of the Santa Fe Underage Drinking Prevention Alliance
• A resolution authorizing joint cooperation between Santa Fe County and the Town of Edgewood to participate in the NM Department of Transportation statewide Transportation Improvement Program
A resolution to recognize the Galisteo Basin Conservation Initiative Plan as a model for watershed, natural resources and green infrastructure planning was TABLED.
Miscellaneous
Request To Reconsider Award Of RFP # 2012-0086-UT/MS To Molzen Corbin for the engineering services for Water Transmission Line TL6S in the amount of $333,080.03, exclusive of GRT failed by a 0-5 vote.
Public Hearings
An Ordinance expanding the list of roadways within Santa Fe County where engine retarders/jake brakes are prohibited passed unanimously.
A resolution to adopt the Galisteo Community Plan ( BCC Draft November 30, 2011) with recommended changes as an amendment to resolution 2010-210 was unanimously approved.
