July 30-31, 2013 BCC Summary

Below is a summary of the actions taken by the Santa Fe Board of County Commissioners (BCC), all five Commissioners were present.

The meeting minutes from the June 13, 2013 BCC Joint City/County meeting were unanimously approved (5-0)

The meeting minutes from the June 25, 2013 BCC meeting were unanimously approved (5-0)

Proclamations and Presentations

A Proclamation was presented honoring the U.S. Prisoners of War on the Bataan Death March in the Philippines in 1942 and naming the County Public Works Building “The New Mexico Brigade Building” in honor of the 200th and 515th Coast Artillery Regiment also known as the New Mexico Brigade, passed unanimously 5-0

An update by the Correctional Advisory Committee was presentedA presentation on the closure of the Chimayo Headstart Program was provided by Larry Martinez with Presbyterian Medical Services

An update was provided by the Santa Fe County Fair Board. Santa Fe County Fair is August 8-12, 2013

A presentation regarding the Federal Emergency Watershed Protection Program and other public safety matters related to potential flooding risks from the Jaroso Fire was provided by U.S. Forest Service and the Natural Resource Conservation Service

Matters from Elected Officials

A request for authorization to Publish Title and General Summary of an Ordinance amending Ordinance 2006-5 for the purpose of; Decreasing the number of conviction necessary for a nuisance declaration; Clarifying the time following seizure of a vehicle during which storage charges will accrue; Clarifying when the County may commence forfeiture proceedings; increasing the hearing fee; clarifying when the Sheriff may offer voluntary seizure/immobilization; and correcting a typographical error passed unanimously (5-0)

Matters from the Commission

Resolutions

Resolution No. 2013-65 to foster healthy communities and healthy people; requesting the collaborative transfer of property by the Pojoaque Valley School District to Santa Fe County for creation of improved community sports fields passed unanimously (5-0)

Appointments and Reappointments

Rebecca A. Allahyari and Jose M. Sanchez were appointed to the Santa Fe Public Library Board. Passed unanimously (5-0)

Staff Items

Community Services Department

A quarterly update for Santa Fe County Senior Services was providedApproval of DWI Grant Agreement No. 14-X-I-G-27 with the New Mexico Department of Finance and Administration, Local Government Division, in the amount of $300,000 to provide detoxification services in Santa Fe County passed unanimously (5-0)

Growth Management Department

BCC Case #MIS 13-5210 Izakaya, LLC Liquor License passes unanimously (3-0 Commissioners Anaya and Stefanics were not present for vote)

Public Works Department

A presentation and discussion regarding County Fixed Asset Inventory was provided and prepared in Compliance with Resolution 2013-1Resolution No. 2013-66, Incorporating the Hyde Park Estates Cooperative Domestic Water Consumers Association service area into the Santa Fe County Water and Wastewater Utility Service Area and committing to execute the proper legal instrument detailing transfer of water assets and infrastructure to Santa Fe County was passed unanimously (5-0)

Matters from the Commission

Resolution No. 2013-67, supporting Same Sex Marriage in New Mexico, urging the Legislature to make appropriate amendments to NMSA 1978 Section 40-1-18 and other sections of the Domestic Affairs Laws Violate the Equal Protection Clause of the New Mexico Constitution and supporting the Santa Fe County Clerk in her duties as Clerk passed (4-1, Commissioner Anaya voting against)

The BCC recessed until 9:00 a.m. July 31, 2013

Human Resources Department

Approval of Amendment No. 1 to the Collective Bargaining Agreement between Santa Fe County and the Santa Fe Firefighters Association, Local 4366, International Association of Firefighters passed unanimously (4-0, Commissioner Stefanics was not present for vote)

Administrative Services Department

Approval for a waiver from Section 1 of Ordinance No. 2012-5 to purchase (2) water trucks in the amount of $305,974 utilizing the Houston Galveston Area Council (HGAC) Cooperative Purchase Agreement and Authorizing the County Manager to sign and execute the purchase documents passed unanimously (5-0)

Approval of multiple source award contracts for IFB #2013-0259-CORR/MS for medical supplies for the Public Safety Department passed unanimously (5-0)

Authorization to renew the Santa Fe Animal Shelter Lease at $1,295 per month passed unanimously (5-0)

Finance Department

Resolution No. 2013-68, requesting the approval of the Fiscal Year 2013 Fourth Quarter Financial Report as a component of the Fiscal Year 2014 final budget submission to the New Mexico Department of Finance and Administration, Local Government Division passed unanimously (5-0)

Resolution no. 2013-69 requesting approval for a budget increase for the Regional Transit Gross Receipts Tax Fund (202) /$148,668 passed unanimously (5-0)

Resolution No. 2013-70, requesting approval to transfer investment income for the 2008 GRT Revenue Bond Fund (333) to the 2008 GRT Revenue Bond Fund (333) to the 2008 GRT Revenue Debt Service Fund (406) and from the GOB Series 2008 Fund (334) to the GOB Debt Service Fund to pay debt service /$16,185 passed unanimously (5-0)

Resolution No. 2013-71, authorizing the surplus of fixed assets in accordance with state statutes and associated waiver or requirements of Resolution No. 2013-026 (assets greater than $5,000) as amended passed unanimously (4-0, Commissioner Stefanics was not present for vote)

Resolution No. 2013-72, authorizing the surplus of fixed assets in accordance with state statutes and associated waiver of requirements of Resolution No. 2013-026 (assets less than $5,000) passed unanimously (4-0, Commissioner Stefanics was not present for vote)

Matters from the County Manger

The Corrections Department and Human Resources Division provided a monthly report. 

A Financial Report for the Quarter ending June 30, 2013 was provided
