June 24, 2014 BCC Summary

Below is a summary of the actions taken by the Santa Fe Board of County Commissioners (BCC).  Four Commissioners were present, Commissioner DanielMayfieldwas excused for the first half of the meeting.

Employee Recognitions

  • New employees were introduced to the Board
  • ValerieHuerta, Housing and Self Sufficient Specialist, was recognized for receiving the Member of the Year Award from the NM Chapter of NAHRO for her leadership, support and commitment to the NM NAHRO and the Affordable Housing Industry.

Final Orders

  • CDRC Case # V 14-5070 Judith Moor Variance, Judith Moore, Applicant, requested a variance of Article 4, Section 4.2 of Ordinance No. 2008-10 (Flood Damage and Stormwater Management) to allow a family transfer land division of 3.44 acres into two lots that do not meet all weather access requirements.  The property is located at 22 Santa Cruz Dam Road, in the vicinity of Chimayo, within Section 7, Township 20 North, Range 10 East (Commission District 1)

  •  Resolution No. 2014-50, requested a budget increase to the 2005 Series General ObligationBondFund(330) to budget remaining cash balance and allow for fund close-out/$39,797

Resolutions

  • Resolution No. 2014-51, as amended, requesting approval of the Fiscal Year 2015 Final Budget was passed by unanimous vote 5-0 (amendment passed 3-2, Commissioners Anaya and Mayfield voting against the amendment)
  • Resolution No. 2014-52, to establish a viewing fee to more fully implement Resolution No. 2012-151 which adopted procedures for acceptance, designation and re-design of private roads and vacation of county-maintained roads was passed 3-1 with Commissioner Mayfield voting against (Commissioner Anaya was not present for vote)
  • Resolution No. 2014-49, supporting “Solarize Santa Fe!”, a public outreach, marketing and technical assistance initiative promoting the viability of solar photovoltaic and solar thermal systems was amended and passed 4-0 by unanimous vote (Commissioner Anaya was not present for vote)
  • Resolution No. 2014-48, supporting the creation of a new boys and Girls Club in the southern part of the City of Santa Fe in the recently annexed Tierra Contenta area was amended and passed by unanimous vote 4-0 (Commissioner Mayfieldwas not present for vote)

Miscellaneous

  • LDWI Detox Grant Agreement No. 15-X-I-G-27 with the New Mexico Department of Finance and Administration, Local Government Division, in the amount of $300,000 to provide detoxification services in Santa FeCountyfor FY 2015 was passed by unanimous vote 4-0 (Commissioner Anayawas not present for vote)
  • Grant Agreement between Department of Finance Administration, State of New Mexico, acting though the Local Government Division and Santa FeCountyfor the statewide E911 program total grant amount of $482,000 for provision and payment of enhanced 911 services and equipment for FY 2015 was passed by unanimous vote 4-0 (Commissioner Anayawas not present for vote)
  • A voluntary remediation agreement between Santa FeCountyand the New Mexico Environment Department for the New First Judicial Courthouse site was passed by unanimous vote 4-0 (Commissioner Anayawas not present for vote)
  • Amendment No. 2 to the Collective Bargaining Agreement between Santa FeCountyand the Santa Fe County Firefighters Association, Local 4366, International Association of Firefighters was passed by unanimous vote 4-0 (Commissioner Anayawas not present for vote)
  • Amendment No. 1 to the Collective Bargaining Agreement between Santa FeCountyand the American Federation of State, County and Municipal Employees Council 18, Local 1782, AFL-CIO was passed by unanimous vote 4-0 (Commissioner Anayawas not present for vote)
  • Amendment No. 3 to the Collective Bargaining Agreement between Santa FeCountyand the New Mexico Coalition of Public Safety Officers was unanimously passed 5-0
  • Amendment No. 5 to the Collective Bargaining Agreement between Santa FeCountyand the Santa Fe County Deputy Sheriff’s Association, a subsidiary of the New Mexico Coalition of Public Safety Officers was unanimously passed 5-0

D. Purchasing

  • Amendment No. 3 to Agreement No. 2011-0269-FI/MS Lodgers Tax Advertising and Promotional Services with Impressions advertising in the amount of $300,000 for a total contract amount of $1,200,000 inclusive of Gross Receipts Tax and to extend the term for an additional year was unanimously approved 4-0 (Commissioner Holian was not present for the vote)
  • Amendment No. 1 to Professional Service Agreement #2014-0003-DWI/MS with Capital City Cab for the Cab Ride Home Program to increase the contract in the amount of $100,000 for a total contract amount of $256,000 and to extend service for an additional year was unanimously approved 4-0 (Commissioner Holian was not present at time of vote)
