May 11, 2010 BCC Meeting Summary
Santa Fe – May 12, 2010 – Below is a summary of the actions taken by the Santa Fe Board of County Commissioners:
A proclamation honoring medical service personnel, including emergency dispatchers, firefighters, first responders, law enforcement officers, emergency medical technicians and paramedics, and declaring this week Emergency Medical Services Week.
The 175th anniversary of San Isidro Catholic Church was recognized in a proclamation, long-time parishioner Melinda Pike was present to accept the plaque on behalf of Father Pretto and the community of Agua Fria.
St. Michael’s High School Wrestling Team was present to hear the proclamation honoring the team as 2-AAA state champions and the congratulations from the Commission, with numerous individuals recognized for outstanding achievement. This is the first state wrestling title for Santa Fe in 34 years.
A resolution passed supporting the Santa Fe Community College’s seeking authority to issue $35 million in general obligation bonds. Tina Ludusky-Taylor from the College stated this would lower property taxes and aid economic development efforts, as well as alleviating traffic congestion near the College.
A resolution encouraging comprehensive immigration reform emphasizing equity, compassion and the contribution of newcomers to the United States unanimously passed.
Authorization to publish title and general summary of three ordinances was approved:
· Repeal sections of the current land use code that permit lot size reductions to the base zoning currently determined by hydrologic zoning pending adoption of the new Sustainable Land Development Plan and Code. Family transfers are exempt. The proposed ordinance would be heard first by the County Development Review Committee.
· Review and adjust fees for motion picture and television productions. Movies made in the media district would be exempt. The ordinance would clarify issues involving Public Works, the Fire Department and Sheriff’s Office. Recommended fees fall within the mid-range of those found countrywide.
· Increase solid waste fees in order to cover budgetary shortfalls. Each type of punch permit would increase by $10 a year and the maximum fee after five years would be $105. The 10-punch card would be eliminated.

Community Funds unanimously approved:
$250 for the Lamy Railroad & History Museum
$250 for the Eldorado Teen Center
$250 for the Horse Shelter
Final Orders:
Time extension for the Downs at Santa Fe master plan was unanimously approved.
Update from the County Manager:
County Manager Roman Abeyta gave an update regarding the judicial complex. New Mexico Environment Department has completed construction of the barrier wall at the property boundary. This will allow for construction to resume, beginning with excavation of the contaminated soil, dewatering, backfill with clean material, and construction of the garage.
Public Hearings:
Commmissioner Holian withdrew the previously proposed development moratorium ordinance, stating it would have unintended effects. Title and general summary for an ordinance disallowing lots splits below base zoning was approved.
An ordinance amending and supplementing the Renewable Energy Financing District Ordinance to include the City of Santa Fe and the Town of Edgewood passed unanimously.
