May 28, 2013 BCC Summary

Santa Fe, NM – May 30, 2013 - Below is a summary of the actions taken by the Santa Fe Board of County Commissioners (BCC), all five commissioners were present.

The Consent Calendar was unanimously approved as amended (4-0 Commissioner Anaya was not present for the vote)

The April 30, 2013 BCC meeting minutes were unanimously approved with amendments and the May 2, 2013 BCC Budget Study Session meeting minutes were unanimously approved (4-0 Commissioner Anaya was not present for the vote)

Proclamations and Presentations

  • Eric Giron, Road Maintenance Superintendent was recognized by the BCC for Employee of the Quarter 3rd Quarter of Fiscal Year 2013
  • Victor Gonzales, Santa Fe County Housing Authority Project Manager was recognized for receiving the New Mexico Chapter of National Association of Housing and Redevelopment Officials (NAHRO) Maintenance Employee of the Year Award
  • Regional Coalition Of LANL Communities Chairman, Mayor David Coss and Executive Director Deanza Sapien provided an update and presentation on the Coalition
  • Information on the 2013 Santa Fe County Fair was provided

Matters From Elected Officials

Gloria Apodaca, Cashier II with the Santa Fe County Treasurer’s Office was recognized for her retirement and for three years of service in the Treasurer’s Office and eight years total of service to Santa Fe County

Matters From The Commission - Resolutions

  • Resolution No. 2013-54, A Resolution determining reasonable notice for public meetings of the Board Of County Commissioners of Santa Fe County and for boards and committees appointed by or acting under the authority of the Board Of County Commissioners; rescinding Resolution No. 2013-03 was approved (3-2 with Commissioner Daniel Mayfield, Commissioner Robert Anaya and Commissioner Liz Stefanics voting in favor and Commissioner Kathy Holian and Commissioner Miguel Chavez voting against)
  • Introduction of a Resolution directing staff to investigate and determine if the City of Santa Fe’s application to re-permit its Northwest well as a primary production well is a breach of agreements with the County and others concerning sustainable management of groundwater supplies in the Santa Fe Basin and the N-P-T Basin; directing staff to report its findings to the Board Of County Commissioners; providing for options and remedies in the event of a breach

Miscellaneous

The BCC unanimously approved (5-0) the authorization to file an additional protest with the Public Regulation Commission regarding the proposed rate increases for Jemez Mountains Electric Cooperative Inc. customers

Introduction of a Resolution adopting portions of the State of New Mexico’s record retention and disposition schedules

Administrative Services Department

The BCC unanimously approved (5-0) the approval of multiple source award contracts for IFB #2013-0119-PW/MS on-call road construction and maintenance services for existing County Road infrastructure improvements and maintenance

Finance Department

Resolution No. 2013-55, A Resolution requesting approval of the Fiscal Year 2014 Interim Budget was unanimously approved (5-0) with amendments

The Public Works report, Human Resources report, Financial report for the month ending April 30, 2013, Corrections monthly report and annexation update were provided

Public Hearings - Ordinances

  • Ordinance No. 2013-2, an Ordinance creating definitions, rules of interpretation, general rules of construction, adopting the 2013 codification of Ordinances by and for the County of Santa Fe, New Mexico was unanimously approved (5-0)
  • Ordinance No. 2013-3, an Ordinance amending the Solid Waste Ordinance 2010-5 for the purpose of creating mandatory curbside and roadside Solid Waste collection districts and establishing the procedures for curbside and roadside Solid Waste collection
