September 13 BCC Meeting Summary

Santa Fe – September 14, 2011 – Below is a summary of the actions taken by the Santa Fe Board of County Commissioners. All five Commissioners were present.

The BCC approved the August 9, 2011 minutes.

Special Presentations:

  • Santa Fe County officially launched the free Coast2Coast Rx Prescription Drug Card. Marty Dettelbach, chief marketing officer for Financial Marketing Concepts Inc., the Florida-based company that distributes the card provided an overview of the program.   • The Commission unanimously approved a proclamation honoring the work and life of Shad Ireland and his contribution to kidney disease awareness and prevention
  • Certificates of Appreciation were awarded to Lisa Garcia and Lynn Hathaway for their work and contribution to the Maternal and Child Health Planning Council

Matters From the Commission:

  • The Commission unanimously approved a resolution recognizing the 20th Anniversary of the Maternal and Child Health Planning Council
  • The Commission unanimously passed a proclamation in honor of Family Day – A day to eat dinner with your children
  • A proclamation honoring the 299th Fiesta de Santa Fe was unanimously approved

Final orders for the following land use cases were unanimously approved:

  • CDRC Case # V 11-5090 Suzanne Teng Variance
  • CDRC Case # V 11-5030 Ivan Salcido Variance
  • CDRC Case #VAR 10-5560 Juan Lozoya Variance

Miscellaneous:

  • Authorization was granted for an agreement with Sierra Detention Systems in the amount of $483,077 to replace, repair and upgrade the door, intercom and camera systems at the adult detention facility
  • An agreement to sell raw water to the Club at Las Campanas as a class wholesale-2 customer of Santa Fe County Utilities was tabled

Budget Adjustments:

  • A resolution requesting an increase to the Economic Development Fund to align the Fiscal Year 2012 budget with the available balance for an ARRA grant awarded through the Energy, Minerals and Natural Resources Department in the amount of $25,200 was unanimously approved

Public Works/Utilities Department:

  • A purchase agreement for approximately 50 acres of Open Space and Trails land and an accompanying resolution were unanimously passed (4-0) . The purchase price of the property was $125,000 (Commissioner Holian was not present for the vote)
  • Sparling Construction, Inc. was awarded a contract in the amount of $712,037.50 for the construction of the San Marcos Transfer Station. Construction at the San Marcos Transfer Station is estimated to start on October 1, 2011 and be complete within 60 days
  • The Santa Fe County Infrastructure and Capital Improvement Plan (ICIP) for fiscal years 2013-2017 was unanimously passed along with the accompanying resolution authorizing the plan be submitted to the New Mexico Department of Finance (DFA)

Matters From the County Manager:

  • Erle Wright provided an update to the BCC on the redistricting process. All maps and information are posted on the Santa Fe County website at www.santafecountynm.gov/county_commissioners/redistricting, the public is encourage to provide feedback and participate in the redistricting process
  • The BCC was provided an update on the 2011 Property Tax Rates established by DFA and asked that an explanation be created to post on the website outlining the process of how rates are set by the DFA

Matters From the County Clerk:

  • Authorization to publish title and general summary of an ordinance amending Ordinance 2009-6, which establishes fees for copies of certain electronic data was unanimously approved.

  • BCC Case #MIS 11-5160: The Capitol Grounds Café Restaurant Liquor License, Approved (5-0
  • BCC Case #MIS 11-5250: SOL of Santa Fe Liquor License, Approved (5-0)
  • CDRC Case #Z/S 02-4325: La Pradera Master Plan Amendment, Plat and Development Plan, Approved (4-1 Commissioner Mayfield voting against)
  • CDRC Case#V11-5200: Jesus Garcia-Solis Variance, Denied (5-0)
